The Lesotho Highlands Development Authority (LHDA) is responsible for implementing, operating, and maintaining the Lesotho Highlands Water Project (LHWP), which supplies water to South Africa's Gauteng region and generates hydroelectricity for Lesotho.
Residents whose land was affected by the project were compensated—and continue to be—based on the value of the land itself. For example, areas where fruit trees were planted have a higher value or are calculated differently compared to open fields. These categories are referred to as asset types. The LHDA required a system to automate beneficiary reimbursements based on asset type valuations and to seamlessly integrate with Sage 300.
Compensation is provided to beneficiaries through their chosen method: cash, cheque, or alternative payments such as maize. The FlowCentric-built solution manages the processes related to beneficiaries, payment calculations, asset types, and the overall payment process. Beneficiaries can choose between lump sum payments or annual cash payments. Depending on the asset type, annual cash payments can span 3, 5, or even 50 years, which directly influences the compensation calculations.
Additionally, a complaints process was implemented to manage public grievances about structural or asset damage caused by blasting or other activities related to the project.
